Vice Minister of Political Relations

Carlos Eduardo Gechem Sarmiento has a PhD on Political Sciences from Pantheon Assas, Paris II, a Master’s Degree on Political Sciences from Pantheon Assas, Paris II and completed Law studies at Universidad Externado de Colombia. He completed studies at Academia Internacional de Derecho Constitucional en Túnez and at The Hague Academy of International Law.
Since 2003, he has been a professor of Universidad Externado de Colombia of Constitutional Law, Administrative Law and Political Sciences. He has been advisor to INVIAS, to the Bogotá Mayor’s Office, the Ministry of the Interior and Justice and the Metropolitan Area of Barranquilla.
In the private sector, he has participated in various arbitration courts to resolve matters related to Public Law. Author of various publications, including Representation as Fundamental Law, Equality and Re-election, Colombia: a democracy in crisis; Political Parties in Colombia: from reality to fiction; The Colombian Congress since 1991 and, Colombia: a representative system lacking representative parties.
The Vice Minister of Political Relations has, among other duties, the responsibility for leading the formulation, adoption and follow-up of public policies of the Ministry, aimed at strengthening relations between the State and the territorial entities; as well as the formulation, adoption and follow-up of policies aimed at strengthening State Government relations with the Legislative Branch through the promotion, follow-up and control of the State Government Legislative Agenda.
